The article is devoted to the characteristic of the institute of attestation on the municipal service. The author investigated the federal legislation, analysed the relevant provisions of the regional regulation and municipal levels. It is noted in the article that the regional and municipal acts, which regulate questions of municipal attestation of employees, agreed with the federal legislation. However, in the several municipalities which are located in the territory of the Southern federal district, rule-making goes beyond the level established by the federal legislator, worsening the legal status of municipal employees that is inadmissible and demands introduction of corresponding changes. The conclusion is drawn on the inexpediency of duplication at regional and municipal levels of standards of the federal legislation, and also the conclusion about the need of an exception of the federal legislation on municipal service of the norms containing prone factors.
