The article analyzes the genesis of cluster theory. Key prerequisites for the development of the cluster theory in the historical perspective of theories of productive forces are considered. The key theory the basis of the cluster concept is described. A comparative analysis of the characteristics of the various theories of productive forces and cluster theory is made. The views of the scientific community about the degree of novelty of the cluster theory are summarized. Results of the analysis reveal the genesis of cluster theory with the purpose of better understanding of the cluster concept and long-term vision for the development of productive forces and theories of cluster theory in particular.
