The article represents the analysis of formulation and program of assignments of the President of the Russian Federation of 31 January 2013 in the field of regional development management.

В 2011 г. на серии встреч Владимира Путина с представителями бизнеса – преимущественно малого и среднего – был сформулирован запрос предпринимательского сообщества на изменение принципов взаимодействия с органами власти, построение новых механизмов реагирования на тревожные сигналы с мест. Было признано, что функциональный принцип работы системы органов государственной власти не позволяет эффективно отвечать на возникающие вызовы. Тогда В. Путин объявил о создании Агентства стратегических инициатив по продвижению новых проектов (далее – Агентство).
Через два месяца после начала работы на площадке Агентства был сформулирован перечень проблем, мешающих улучшению делового климата в России. Одной из них стала различная эффективность управления в регионах. Как следствие, при благоприятной макроэкономической конъюнктуре динамика инвестиций в РФ была крайне низкой, наблюдались значительная дифференциация экономической ситуации в регионах, отрыв регионовлидеров от регионов-аутсайдеров. Для решения этих проблем нужны были организационные изменения.
