ABSTRACT

The problems of housing and utilities infrastructure in Russia are listed. Outcomes of ineffective management are shown. The necessity of the introduction in Russian educational programs for managers of housing sector is proved. Manager’s qualities to create a positive business reputation are listed. The model of the assessment of the intellectual potential of managers of the management companies and the associations of owners was proposed
