Construction conglomerates are presented as a multilevel disperse systems consisting of components, each of which deterministically-stochastically placed in a relatively continuous matrix, which by its mechanical and other properties different from inclusions. For a four-level conglomerate (coarse-grained concrete) is considered an effective reinforcement on every level. The formation of multilevel disperse systems can be an integral part of the synthesis configuration of the supporting structure.
