ABSTRACT

The paper discusses several aspects of constructing a model of monitoring effectiveness of scholarship funds use in institutions of higher education. The authors consider prospects to train to-be members of Scholarship commissions in legal issues to get them prepared to use scholarship provision mechanism as a leverage for motivating students to improve the quality of learning.

Стипендиальное обеспечение обучающихся по очной форме обучения остается заботой государства и является одной из мер мотивации студентов к учебе. В государственной программе Российской Федерации «Развитие образования» на 2013–2020 гг. подчеркивается, что «нуждающиеся студенты с высокими результатами в учебе будут получать стипендию в размере прожиточного минимума» [1, с. 33].

Вопросы стипендиального обеспечения рассматриваются в ряде статей Федерального закона «Об образовании в Российской Федерации» № 273-ФЗ от 29 декабря 2012 г. (Собрание законодательства Российской Федерации, 2012. № 53. Ст. 7598), который вступил в силу 1 сентября 2013 г. Внимание к этой проблеме прослеживается в деятельности Министерства образования и науки Российской Федерации. В 2013 г. ФГБОУ «Московский государственный университет технологий и управления имени К.Г. Разумовского» была поручена реализация проекта «Разработка и внедрение модели мониторинга эффективности использования средств стипендиального обеспечения обучающихся образовательных учреждений высшего профессионального образования» (далее — Проект).

Целью Проекта явилась разработка механизма эффективного расходования средств стипендиального фонда. Новая модель мониторинга стипендиального обеспечения должна была способствовать совершенствованию процедуры сбора и анализа данных по распределению стипендиальных средств в образовательных организациях высшего образования, обеспечив определение необходимых мер по регулированию справедливого и эффективного распределения бюджетных средств.

Главной проблемой существующего стипендиального обеспечения, на взгляд исполнителей Проекта, явилась подмена рациональности цели этого института рационализацией его средств. Исходя из этого, была поставлена задача: отследить контрольные индикаторы в процессе распределения стипендий в вузах. Прежде всего, это выполнение требований законодательства РФ [7]; наличие дополнительных механизмов (финансовых и социальных) повышения эффективности стипендиального обеспечения; выявление корреляции между качеством образования (во всем многообразии) и новыми механизмами СО; а также вероятность социального эффекта (общественное мнение о справедливости перераспределения стипендиальных средств) и оптимизацию затрат государства на стипендиальное обеспечение (далее — СО) (относительное сокращение финансирования при росте благожелательного общественного принятия).
