Аннотация: В сфере правового регулирования информационных технологий, пока еще отсутствует однозначно сложившаяся правовая терминология, система обеспечения слаженной деятельности уполномоченных органов власти. Для этого следует определиться с понятийным аппаратом, принять во исполнение стратегии необходимые концепции и законы - принять концепцию информационной безопасности органов власти РФ.

Информационная открытость органов власти и гарантированный доступ граждан к государственным информационным ресурсам делают власть прозрачной по отношению к обществу, повышают социальную ответственность чиновников, что сказывается на эффективности их работы и, следовательно, на качестве жизни граждан.
