On October 14, 2010, the Government of the Russian Federation approved the Concept of the Russian Penal system development until 2020. The key provisions of the Concept are: organization of labor activity of convicts, development of their professional training, optimization of social, psychological and educational work with convicts, and a number of other measures. Some problems affecting the preparation of convicts for release from prison, their emotional state, as well as issues of further employment of convicts after release, reasons that make it difficult to employ these persons, and ways to overcome them are considered in the article.
