Relevance. Monitoring of income and living standards of the Russian population has been carried out in the All-Russia Centre of Living Standard PLC for more than 15 years. It is based on an interconnected system of socioeconomic indicators including the use of specific indicators developed at the Centre. Object. Incomes and living standards of the Russian population. Subject of the Study. Dynamics of change in consumer prices for goods and services market in Q1 2015. Subsistence minimum in the face of rising cost of food basket in Q1 2015 compared with Q1 2014. Regional differences in the subsistence minimum. Reducing consumption and the average per capita budget. The ratio of the growth rate of pensions to wage growth. Dynamics of subsistence minimum, cash income and purchasing power of the population. Structure and level of expenditure. Consumer spending. The analytical part of the study. The purchasing power of consumer spending. Grouping the subjects of the Russian Federation on the level of purchasing power of money income. Cash income: comparative characteristics by federal districts. Socioeconomic differentiation of population in the group stratification: the poor, low income, below medium income, relatively wealthy, wealthy and rich. Concentration of cash income in the «non-poor» group with per capita incomes above 3-subsistence levels. Differentiation of wage levels, in federal districts. Differentiation of wages by groups of workers with different wages in relation to the size of the subsistence minimum of the population. Purpose. Formating an economic and statistical pattern of living standard and quality of life, taking into account regional differences in different categories of socioeconomic stratification. Result. The result of monitoring is digital and analytical information obtained through the methods of economic and statistical analysis for Russia as a whole, and by federal districts and subjects of the Russian Federation.

1. Общие аналитические характеристики
Потребительские цены. В I квартале 2015 г. цены потребительского рынка товаров и услуг продолжали расти, причем сравнительно высокими темпами. В среднем за месяц потребительские цены увеличивались на 2,5%. Годом ранее они повышались ежемесячно в среднем на 0,8% [Росстат, Доклад (ежемесячный), 2015, 7, С.137-138; Росстат, официальный сайт, 12]. Изменение цен потребительского рынка товаров и услуг в среднемесячном измерении в 2014-2015 гг. показано в таблице.
На фоне общего ускорения темпов роста потребительских цен наиболее существенно подорожали продовольственные товары. В январе рост цен на эту группу товаров достиг 5,7% при 3,3% в феврале и 1,6% в марте. В среднем за месяц продовольственные товары подорожали на 3,6%.Это почти в 3 раза выше, чем год назад. В 2014 г. в аналогичном периоде цены на продовольственные товары повышались на 1,3% в среднем в месяц. За год - в марте 2015 г. к марту 2014 г. - крупы и бобовые подорожали на 52,9%, сахар - на 50,5%, плодоовощная продукция - на 38%, рыба и морепродукты - на 33%, макаронные изделия, мясо и птица, яйца, масло подсолнечное - на 24-26%, хлеб и хлебобулочные изделия, молоко и молочная продукция, масло сливочное - на 15-18% [Росстат, официальный сайт, 12].
На ситуации, сложившейся на российском продовольственном рынке, сказывается введение эмбарго на импорт отдельных видов сельскохозяйственной продукции, сырья и продовольствия из ряда зарубежных стран. В 2014 г. вступило в силу Постановление Правительства Российской Федерации от 7 августа 2014 г. № 778 «О мерах по реализации Указа Президента Российской Федерации от 6 августа 2014 г. № 560 «О применении отдельных специальных экономических мер в целях обеспечения безопасности Российской Федерации». Согласно Постановлению, введен сроком на один год запрет на ввоз в Российскую Федерацию сельскохозяйственной продукции, сырья и продовольствия, страной происхождения которых являются Соединенные Штаты Америки, страны Европейского союза, Канада, Австралия и Королевство Норвегия…».
