In article authors raised the question, actual for most of the Russian citizens, of providing the state and municipal services to the population through the multipurpose centers of "one window". The attention to problems, the social services arising when rendering is paid to inhabitants at the regional level. The main reasons reducing efficiency of granting the state and municipal servants to the population are established. Value of monitoring reveals qualities of providing the state and municipal services in the multipurpose centers.
