The Soviet state personnel policy in the context of the higher educational establishment reforming in 1918-1938 is reflected in the article. The authors consider that the discrepancy and failures of some results of the higher education modernization formed the basis for the revival of many traditional training methods and the higher educational establishment activity forms at the end of 1930-s.
