The normative procedure for pre-trial criminal proceedings has developed in such a way that the situation is taken as the basis for regulation when one crime is committed by one person, one criminal case is initiated on the fact of such a crime, which is accepted for proceedings and investigated, respectively, by one investigator. At the same time, in practice, there are cases that stand out from the point of view of the indicated quantitative criteria from the general order, in connection with which questions of a new quality arise, for the solution of which the established rules of procedure do not provide answers. This is usually due to an excessively large number of simultaneously committed crimes, which is typical, for example, for mass riots, when up to several hundred, and in some cases, thousands of episodes of crimes can be investigated within a single criminal case. The article reveals the features of the procedure for the proceedings that have changed in this regard, and substantiates recommendations on controversial issues.
