On the basis of theory and practice (considering foreign experience as well) the author examines the place and role of commonly recognized rules and principles of the international law in the system of the Russian legislation. The article provides a brief history of the given problem considering essential milestones of political and legal life in the late USSR and the new Russian Federation. The author makes justified conclusions about the initial reasons and conditions influencing some people’s understanding of the international law rules’ supremacy in relation to the Russian as well as constitutional legislation, the reasons and conditions of adopting certain constitutional statements which seem to be highly unfortunate from the point of integrity of the Russian sovereignty. In addition, the author has defined the specified place and role of the international law rules in the system of the Russian legislation as a deep delusion about the recent past which requires reconsideration. He has undertaken a profound analysis of existing statements of the Russian Constitution and legislation concerning conclusion and ratification of international treaties, constitutional control and supervision. The author has also made a number of lawmaking suggestions aimed to consolidate Russia’s sovereignty.
