ABSTRACT

The content of the presented article examines the issues of the reasons for the non-use of reclaimed and reclaimed lands, among which a special place is occupied by "ownerless" and "ownerless" lands. The main reasons for their non-use are determined by the functional failure of reclamation networks and structures and the lack of differentiation between public and private ownership of them. The methods and forms of actualization of the use of reclaimed lands are proposed.
