The article presents a regulatory base of the last years which provides development of civil and patriotic education or education for democratic citizenship in the Russian Federation.

За последние годы среди граждан России значительно возрос интерес к поиску способов и поддержки развития навыков гражданственности. Задача гражданского становления подрастающего поколения является одним из приоритетов развития общества. Данная задача возникает из общих интересов государства и соответствует вектору общественного развития.
В Концепции долгосрочного социально-экономического развития Российской Федерации на период до 2020 г. (утверждена распоряжением Правительства Российской Федерации от 17 ноября 2008 г. №1662-р) отмечается «возрастание роли человеческого капитала как основного фактора экономического развития». В «рамках перехода российской экономики к инновационному социально ориентированному типу развития» концепция предусматривает «переход от системы массового образования, характерной для индустриальной экономики, к необходимому для создания инновационной социально ориентированной экономики непрерывному индивидуализированному образованию для всех; развитие образования, неразрывно связанного с мировой фундаментальной наукой, ориентированного на формирование творческой социально ответственной личности».
В концепции отмечается, что наиболее полно требованиям выстраивания новой модели общества, обеспечивающей вовлечение заинтересованных субъектов в выработку и реализацию социально-экономической политики, отвечает эффективно работающая демократическая система.
