The role of global and international environmental funds in the financing of sustainable low-carbon development has been analysed. It was found that the main shortcoming of the activities of such funds is the lack of stable funds, making stable and sufficient funding on anti-carbon events impossible. The establishment of the Global Anti-Carbon Fund based on the necessity and stability of income base (through the introduction of an anti-carbon global tax) as well as on the target budgeting of anti-carbon programs and projects has been proposed. The main principles of the Global Anti-Carbon Fund establishment and activities that determine its fundamental difference from the Global Environmental Fund, Green Climate Fund and other international environmental funds.
