Interregional State Programs as a Tool to Modernize the Realization Mechanism of the Powers Realized by Russian Constituent Entities in the Framework of Joint Jurisdiction with the Russian Federation

V nastoyaschey rabote proveden konstitucionno-pravovoy analiz problematiki optimizacii mehanizmov realizacii sub'ektami Rossiyskoy Federacii polnomochiy po voprosam sovmestnogo vedeniya s Rossiyskoy Federaciey. Cel' issledovaniya — obosnovanie celesoobraznosti primeneniya potenciala mezhregional'nyh gosudarstvennyh programm dlya resheniya voprosov, otnosyaschihsya k sfere sovmestnogo vedeniya Rossiyskoy Federacii i ee sub'ektov, osuschestvlyaemyh poslednimi samostoyatel'no i za svoy schet. V kachestve zadach vystupayut: konstitucionno-pravovoy analiz metodologii regulirovaniya voprosov po predmetam sovmestnogo vedeniya Rossiyskoy Federacii i ee sub'ektov, v otnoshenii kotoryh regiony osuschestvlyayut polnomochiya samostoyatel'no i za schet sobstvennyh byudzhetnyh sredstv; issledovanie dogovornogo mehanizma realizacii sub'ektami Rossiyskoy Federacii polnomochiy po predmetam sovmestnogo vedeniya s Rossiyskoy Federaciey; izuchenie instituta «gorizontal'nogo subsidirovaniya»; issledovanie problemnyh voprosov institucionalizacii makroregionov; obosnovanie predlozheniy po vnedreniyu mezhregional'nyh gosudarstvennyh programm v sistemu instrumentov strategicheskogo planirovaniya v Rossiyskoy Federacii. V hode issledovaniya byli ispol'zovany formal'no-yuridicheskiy, dialekticheskiy, istoricheskiy, sistemno-strukturnyy metody i metod prognozirovaniya. Po rezul'tatam issledovaniya vyyavlena problematika konstitucionno-pravovogo regulirovaniya shemy razgranicheniya polnomochiy mezhdu Rossiyskoy Federaciey i regionami po voprosam sovmestnogo vedeniya. Sformulirovan vyvod o tom, chto primenitel'no k mehanizmu strategicheskogo planirovaniya tekuschaya praktika dogovornogo regulirovaniya mezhregional'nyh svyazey predstavlyaetsya izlishne slozhnoy i gromozdkoy. Obosnovyvaetsya tezis o tom, chto necelesoobrazno ogranichivat'sya potencial'nymi vozmozhnostyami makroregionov, a ravno instituta «gorizontal'nogo subsidirovaniya» v ramkah razrabotki i (ili) realizacii gosudarstvennyh programm «regionov-partnerov». Predlozheno predostavit' sub'ektam Rossiyskoy Federacii prava po razrabotke i utverzhdeniyu mezhregional'nyh gosudarstvennyh programm. Argumentiruetsya poziciya o neobhodimosti utochneniya roli i znacheniya polnomochnyh predstaviteley Prezidenta Rossiyskoy Federacii v federal'nyh okrugah i ih apparatov, v tom chisle glavnyh federal'nyh inspektorov po sub'ektam Rossiyskoy Federacii, v deyatel'nosti po razrabotke i ocenke realizacii mezhregional'nyh gosudarstvennyh programm.
