Research purpose: studying of influence of a role of the state on innovative development of the country; the analysis of various applied integrated and multi-level approaches from the state on management of innovative activities; identification of the most effective tools and mechanisms of the economic agents stimulating innovative activity. Research methods: general scientific (synthesis, deduction, induction, generalization, testing, poll, observation, forecasting, scientific abstraction, statistical analysis, logical), and also acceptances of group and classification, expert evaluation. Results: the increasing role of the state as major regulator and stimulator of positive activity and social responsibility of private innovative business is determined. Distribution of progressive organizational and economic forms of large innovative business becomes the most important direction of state regulation in the innovative sphere, and such tools as, the regulatory legal acts and economic incentives promoting increase to quality of innovations, cost reduction on their carrying out and to growth of sotsikalno-economic return from innovations create conditions for mass distribution of various innovative forms in the country. Scientific novelty: it is revealed that for the purpose of strengthening of competitive line items of the Russian innovative business the state shall assist the large innovative enterprises in carrying out their brendingovy policy in this connection, it is reasonable to reduce the taxation for this element of intangible assets of the entity. Also to increase in innovative activity can serve creation of the National exchange of innovations through which public purchase and sale of the innovative entities, their assets and liabilities, innovative products, specialists of the innovative sphere will be performed. Practical importance: implementation of large-scale, dynamic and “harmonious” upgrade of economy provides essential increase of a role of the state in this process. By means of such levers as tax benefits, accelerated depreciation, target subventions and subsidies, state orders the state shall induce corporations to development of innovative activities.
